Constitution of 1864: What Happened

In October 1864, a new constitution was adopted in Greece, following the overthrow of King Otto and the arrival of King George I. It replaced the Constitution of 1844 and was one of the most democratic constitutions in Europe at the time. It declared that all powers derive from the nation and are exercised according to the constitution, establishing a system known as crowned democracy. The appointed senate was abolished, leaving a single-chamber parliament, the Vouli, elected by universal male suffrage, and voting was by secret ballot. The constitution guaranteed freedom of the press, freedom of assembly and other civil liberties. The king remained head of state, with the power to appoint and dismiss ministers, but his role was more limited than under Otto. In 1875, King George accepted the principle that the king would appoint as prime minister the leader of the party with the confidence of parliament, a major step toward parliamentary democracy. The constitution remained in force, with revisions, until 1911, forming the basis of Greek political life for nearly half a century.
